How to Compare Performance Marketing Agencies: Scope, Reporting and Handover

A useful advertising agreement defines the business outcome, measurement ownership, operating deliverables, approval limits and account handover. Separate media spend from management and production. Require a report that supports decisions: launching an ad is one task, while measurement quality, lead follow-up and documented changes make the service assessable.

Performance marketing or advertising operations alone?

Assess a performance marketing agency by its ability to connect advertising to a reviewable business outcome, not merely operate Ads Manager. When comparing providers in Egypt or Saudi Arabia, request a conversion definition, measurement and landing-page ownership, and a process for feeding sales outcomes into campaign decisions. These are evaluation criteria, not an agency ranking or return guarantee. Use the checklist below to compare equivalent scopes rather than another generic company list.

Start with a defined business event

Write down the outcome: a completed order, confirmed appointment or enquiry meeting explicit criteria. Then name the event you can actually measure and the person who validates it. Selecting Leads in an advertising platform does not prove every submission is a sales opportunity. Google explains that campaign objectives guide features and settings; the business still defines commercial success.

When the final event happens outside the website, document the measurement boundary rather than implying an integration exists. Establish whether the report describes a form submission, confirmed order or actual sales value before comparing reporting periods.

Agree the scope before spending

  • Planning: markets, channels, audience, offer, hypothesis and approved spending limits.
  • Preparation: access, landing-page, event and tracking-link checks, including who fixes failures.
  • Production: required asset counts and formats, writing and design ownership, approval responsibility and exclusions.
  • Operations: campaign structure, rejection review, documented material changes and budget-change limits.
  • Follow-up: reporting date, sales participation and responsibility for reviewing rejected enquiry reasons.
  • Pausing: conditions requiring an ad to stop and the decision-maker for an incorrect offer, broken page or measurement failure.

Separate commercial line items without quoting prices

Platform spend, management work, filming and landing-page production are different items. Document who receives invoices, how budgets are approved and how additional purchases are authorised. Available platform balance is not blanket permission to spend it. This is a scope checklist, not a financial-permission change or a ready-made legal agreement.

A weekly decision-report template

Copy these fields: reporting period and timezone; objective and measured event; actual spend; results under the agreed definition; sales feedback on enquiry quality; changes made; possible explanation; next decision; owner and deadline. Include measurement status and differences between platform and sales-system figures. Do not combine figures using incompatible attribution windows.

Hypothetical example: more enquiries accompanied by repeated rejection for an unserved area calls for reviewing targeting and the advertising message, then comparing equivalent periods. It does not by itself prove that the entire campaign failed or that spending should rise. Small samples and tracking failures must be disclosed before reaching a firm conclusion.

Handover checklist when the engagement ends

Collect account and campaign identifiers, agreed asset copies, the event map, conversion definitions, link-naming rules, the latest report and the open-test register. Test the company's access before removing the operator's access. Put continuing and paused activities in a dated handover plan. Avoid deleting campaigns or measurement tools during transition without an agreed reason.

Review Performance Marketing when defining delivery scope. Read ROAS versus profit to interpret returns after measurement is aligned, and the influencer reporting guide for organising creator-campaign source links.

FAQ

Does management include producing the creative?

Only when copy, design and filming deliverables are explicitly included. The label campaign management does not define production scope.

Should I request a daily report?

Match reporting to the decisions required. Monitor faults and spending as needed, and agree a regular decision review; daily fluctuations alone do not support a commercial judgement.

What should I receive when advertising stops?

Agreed assets and data, verified company access, a measurement map and an open-test register, plus a clear plan for activities that continue or stop.

How does a performance marketing agency differ from a media buyer?

A media buyer may focus on buying and optimising advertising, while a performance marketing scope can also cover measurement, analysis, creative, landing pages and lead quality. Titles are not proof: ask who delivers each component in writing.
