The Complete UGC & Influencer Campaign Playbook: From Goal and Brief to Publishing and Reporting

«How do I run an influencer campaign?» has no answer that is a name or a budget figure — its answer is nine ordered steps, each building the next. This guide walks you from the goal to the post-campaign report, in the same order campaigns actually run.

The question we hear most from brands starting out: «I want to run an influencer campaign — where do I begin?» The honest answer is that campaigns rarely fail at choosing the influencer; they fail much earlier: an unwritten goal, a verbal brief, unsettled usage rights, or measurement that starts after publishing instead of before it. The nine steps below are the same execution sequence we run in our influencer marketing service and our UGC campaigns — ordered as they actually happen, not as they look in pitch decks.

Step 1: The goal and KPIs — before any name

Every campaign starts with one question: what does success look like this time? A product launch needs reach and curiosity; a sales campaign needs tracked links, discount codes and attributed orders; building an ad-content library needs version counts and angle variety more than famous names. Write the goal in one line and tie it to two or three genuinely measurable indicators (real reach, completion rate, clicks on tracked links, code- or UTM-attributed orders). Every later step — from creator choice to content shape — is decided against that line; without it, every campaign decision becomes a clash of opinions.

Step 2: The budget is built from factors, not a number from the air

There is no single «campaign cost» that fits every brand; the budget is the outcome of factors: how many creators and each one's size and market, the content type and the number of versions and formats, filming days and production nature, the usage rights required (their channels and duration), and whether paid amplification sits on top of organic posting. We unpacked these factors in our guide to influencer campaign cost in Saudi Arabia and, from the brand's angle, in our guide to UGC video cost in Egypt. The practical rule: set an approximate range from these factors first, then ask for a written, itemised quote — the itemised quote is what makes comparing alternatives possible at all.

Step 3: The brief — the campaign's first document

The brief is the document a creator reads and understands the product, the audience, the message, the prohibitions and the delivery dates — without a call to explain every line. A good brief fixes: the product truth backed by evidence, the target audience and its market, the single core message, the formats and sizes required per platform, the claim boundaries (what may and may not be said), and the approval and delivery schedule. We published a complete, ready-to-use template in our UGC brief template for brands — an excellent starting point even if you run the campaign yourself. Remember: every ambiguity in the brief reappears later as a reshoot, a delay, or off-message content.

Step 4: Choosing creators and influencers by real criteria

Follower count is the weakest selection criterion and the most famous one. The criteria that actually make the difference: where the account's audience is geographically concentrated (from the account's own analytics, not impressions), real view and engagement rates over the recent period, the fit of the creator's voice and style with your brand, and their record of honouring dates and briefs with those who worked with them before you. A smaller creator with an audience concentrated in your market serves your campaign better than a huge name whose audience is scattered outside it. Shortlisting, vetting and the questions to ask before contracting are fully covered in our guide on how to choose an influencer for your brand.

Step 5: Contracting — rights, dates and approvals in writing

Before any filming, these must be written: the exact deliverables (video counts, formats, platforms), the delivery and approval schedule and the number of included revision rounds, the payment schedule, and the usage-rights clause — where the content will live (the creator's account, the brand's accounts, paid ads), for how long, and with what geographic or exclusivity limits. The rights clause is the most forgotten and the most dispute-generating; we unpacked it channel by channel in the complete guide to UGC and influencer content usage rights. In the Saudi market specifically there is an added regulatory duty: verifying the individual influencer's Mawthooq licence before contracting, and disclosing the advertising nature of the content — fully explained in our Mawthooq licence guide.

Step 6: Production and approvals without chaos

In production, discipline beats enthusiasm: a first cut on an agreed date, feedback consolidated once with timestamps inside the video instead of scattered messages, and a written final approval before publishing. Always distinguish three kinds of changes: an error correction (a product name or a claim), a stylistic tweak inside the same idea, and an idea change — the last is new work with its own price and schedule, not a «small edit». If the campaign involves shipping products to creators, plan shipping days into the schedule from the start; they are the most common silent cause of campaign delays.

Step 7: Publishing — timing, order and disclosure

Publishing is not a button pressed when the video is ready; it has a plan: the content order across campaign days, timings suited to each platform's audience, message consistency between the creator's account and the brand's channels, and clear disclosure of the content's advertising nature as each market's regulations and each platform's rules require. In multi-market campaigns (Egypt and Saudi Arabia together, for example) the publishing plan is built per market: dialect, timings and audience habits differ, and a single version copied as-is rarely serves both markets equally well.

Step 8: Paid amplification and creative testing

The strongest organic content deserves a paid second life: running the best videos as ads from the brand's account (under the agreed rights) turns one publishing moment into an asset that works for weeks. Smarter still is to start with organised testing: more than one version and more than one message angle on a limited test budget, then directing spend to whatever proves itself in numbers. The testing methodology and version-building are covered in our UGC creative testing plan. The golden rule: do not judge a version in its first hours, and do not leave a losing version running in the name of «giving it time».

Step 9: Measurement and reporting — from views to sales

A good campaign report assembles the full picture: real reach and completion rate, quality engagement (saves and shares, not likes alone), tracked-link clicks, orders or sales attributed by codes and UTMs, and cost per result on the paid side — then closes with the lessons: which message angle won, which creator deserves a second round, and what changes next time. Building this measurement from day one (links and codes ready before publishing) is explained practically in our guide to influencer campaign reporting and UTM links. A campaign without a report is a campaign that pays for its lessons twice.

Who runs the campaign? Your in-house team or an agency?

If your volume is small, your creator count limited, and you have the time for search, follow-up and approvals, running it yourself with this playbook is entirely feasible — our creator directory is built so you can start on your own, transparently. But once markets, platforms, versions and rights multiply, management becomes a full daily job: shortlisting, vetting, shipping, chasing, approvals, rights and reports. There, an agency's role is not a «middleman» but a ready operating system. At influUGC we have run this entire sequence since 2020 for brands across Egypt, Saudi Arabia and the Gulf — from brief to report — through our influencer marketing service together with our UGC service. Planning your first campaign, or want a plan reviewed? Book a free consultation or message us on WhatsApp at +20 102 997 9797, and we will build the nine steps around your product and your market before you commit to anything. And if your campaign is pure UGC — without the influencer layer — our sister company ugccompany specialises in UGC creator campaigns only, from creator selection to content delivery, for brands in Egypt and Saudi Arabia.

FAQ

How long does an influencer campaign take from brief to publishing?

There is no fixed number that fits every campaign; the duration is the outcome of fixed steps: brief approval, shortlisting and your approval of the names, product shipping where needed, filming, then approvals and the agreed revision rounds. The more complete the written scope from the start, the shorter the timeline and the fewer the surprises. More important than a day count is a schedule written into the campaign plan before starting, with each side's responsibility at every step.

Should I start with UGC content or with known influencers?

It depends on your goal. UGC content builds a library of real-user-style videos fit for your own accounts and for paid advertising, and its maker does not need to be famous. Known influencers add ready reach and trust with their audience. Many successful campaigns combine both: an influencer for launch and reach, and UGC content for continuity and ads. The written goal in step one is what settles the ratio between them.

Does influencer marketing actually bring sales, or only reach?

Both are possible, and the difference is in the campaign's design, not in the medium itself. A campaign designed for reach is measured by reach and engagement; one designed for sales is measured by tracked links, codes and attributed orders — provided the measurement tools are built before publishing, not after. Conversion-designed content plus paid amplification over the winning content make sales a measurable, repeatable outcome rather than a hope.

What is the most important clause in any influencer campaign contract?

The usage-rights clause, because it is the most forgotten at signing and the most dispute-generating after publishing. It must state explicitly: where the content will be used (the creator's account, the brand's accounts, paid ads, screens or other channels), for how long, and with what geographic or exclusivity limits. Next come the deliverables, formats, revision rounds and payment schedule — all in writing before filming.

Does advertising content have to be labelled as an ad?

Yes — disclosing the advertising nature of content is a regulatory obligation and a platform rule in the markets we work in, and in Saudi Arabia it also ties into the Mawthooq licensing system for individual advertising influencers. Clear disclosure does not weaken content, as is often claimed; good content stays persuasive, while ambiguity is what exposes the brand and the influencer to accountability and costs audience trust when discovered.
